Indian River County 1 Impact Fee Update Study <br />Demand Component <br />Travel Demand <br />The amount of transportation system consumed by a unit of new land development is <br />calculated using the following variables and is measured in terms of the vehicle miles of <br />new travel a unit of development consumes on the existing road system. <br />• Number of daily trips generated; <br />• Average length of those trips; and <br />• Proportion of travel that is new travel, rather than travel that is already traveling on <br />the road system and is captured by new development. <br />As part of this update, the trip characteristics .variables were obtained primarily from two <br />sources: (1) trip characteristics .studies previously -conducted throughout Florida by TOA <br />(Florida Studies Database), and (42)?the;Institute of,Transportation Engineers' (ITE) Trip <br />Generation report (9th edition). <br />• <br />The Florida Studies`; Database is included',in Appendix B. This database was used to <br />determine VMT, which is developed from trip length, percent new trips, and trip rate for <br />most land uses in the'fee'schedule: The data in -the trip characteristics database is based on <br />actual land` Ue—studies and was:collected throughout Florida using machine traffic counts <br />and site specific land use origin- destination,surveys. In addition, trip generation data from <br />the ITE 9t --h Edition Trip Generation report was used. In instances where trip generation was <br />available -from the ITE Trip Generation'report and the Florida Studies Database, a blended <br />average calculation was used toNincreasethe sample size. <br />Interstate and Toll'Facility Discount Factor <br />This variable is used to recognize that improvements to Interstate highways are funded by <br />the State using earmarked and Federal funds, while toll facility improvements are funded <br />with toll revenues. Typically, impact fees are not used to pay for these improvements, and <br />the portion of new development's travel occurring on the interstate/toll facility system <br />usually is eliminated from the total travel for each land use. <br />Tindale -Oliver & Associates, Inc.
