• Indian River County 1 Impact Fee Update Study Design County Roadways The design cost factor for county roads was estimated as a percentage of the construction cost per lane mile. This factor was determined through a review of the design -to - construction cost ratios for county road unit costs in previously completed impact fee studies throughout Florida. For county roadways, the design factors ranged from 6 percent to 14 percent, with a weighted average of 10 percent. For/purposes of this update study, the design cost for county roads was calculated at 10 percent of the construction cost per lane mile (see Table C-10 for additional information)_:.
