For impact fee purposes, <br />the ROW cost for county roads was -'estimated as a percentage of the construction cost per <br />lane mile. , This factor was\determin'ed'through a review of the ROW -to -construction cost <br />• <br />ratios for county: road unit costs from recent local projects and in previously completed <br />impact fee studies throughout-FIorida. For county roadways in Indian River County, the <br />ROW factors ranged'frorn 6 -percent to 150 percent, with a weighted average of 41 percent, <br />as shown in Table C-11. ':ThiS'factor is consistent with the ratio of ROW to construction cost <br />observed in other Florida jurisdictions, as shown in Table C-12.
