• <br />• <br />Indian River County 1 Impact Fee Update Study <br />Affordable Growth Strategy <br />In the case of emergency services, based on a review of capital expansion expenditures <br />between 2008 and 2017, the County uses approximately $757,000 per year of non -impact <br />fee funding. During the next 25 years, the County is expected to grow at an annual rate of <br />1.4 percent. Figure VI -1 presents how impact fee levels would change over time with <br />different growth rates. As shown, the red horizontal line represents the maximum <br />calculated impact fee. This level is compared investment, needed to maintain the current <br />LOS. Although the County may charge the maximum amount of emergency services impact <br />fee calculated, only approximately 8 percent of this amount is needed to maintain the <br />current/achieved LOS due to non -impact fee contributions from the existing development <br />and low rate of population growth. If the impact' fee is adopted'at a level higher than 8 <br />percent, the LOS is likely to improve 'as long as the County 'continues to spend <br />approximately $757,000 of non -impact fee revenues per year toward capacity projects.
