young man has been one of the most dedicated employees he has <br />known in his considerable years with both city and county govern- <br />ment. <br />Chairman Scurlock requested that Terry Southard stand up and <br />be recognized and presented him with his Certificate of Outstand- <br />Ing Achievement amid much clapping. <br />Utilities Director Terry Pinto also congratulated Mr. <br />Southard, referring to the time when he had been Terry's <br />supervisor when they both worked for General Development and the <br />fact that he later pirated Terry from GDC and brought him to the <br />county because of his talents. Director Pinto believed we all <br />are aware that Terry was involved in a very serious accident that <br />in probably 99.90 of the cases would have resulted in someone on -- <br />a disabled list drawing a pension, but Terry has come back to <br />Indian River County as one of his most valued employees and even <br />been promoted since that time to one of our managers. <br />Director Pinto then referred to the major problems we had <br />with the Vista Royale treatment plant and emphasized that it now <br />has become such a clean operation, it could practically be <br />classed as a park.
