it <br /> EXHIBIT A <br /> AUTHORIZATION FOR PROFESSIONAL SERVICES <br /> .r <br /> INDIAN RIVER COUNTY SOLID WASTE DISPOSAL DISTRICT <br /> ENGINEERING SERVICES FOR <br /> 2016 PERMIT COMPLIANCE MONITORING AND REPORTING <br /> CCNA-2014 WO NO. 6 <br /> This Authorization,when executed,shall be incorporated in and become part of the Continuing <br /> Contract Agreement for Professional Services between the Indian River County Solid Waste <br /> Disposal District(COUNTY),and CDM Smith Inc. (CONSULTANT),dated December 6, 2011,and the <br /> Extension and Amendment of Continuing Contract Agreement for Professional Services,dated <br /> November 4,2014,hereafter referred to as the Contract. <br /> BACKGROUND <br /> Solid Waste Operation Permit Water Quality Compliance <br /> Semi-annual reports of groundwater quality at the COUNTY Landfill must be submitted to the <br /> Florida Department of Environmental Protection (FDEP) in accordance with Chapter 62-701.510, <br /> Florida Administrative Code (F.A.C.) and the Water Quality Monitoring Plan (WQMP) included as <br /> Appendix 3 of Permit Nos. SC31-0128769-022SC and S031-0128769-02350 for the Class I landfill <br /> and the Monitoring Plan Implementation Schedule (MPIS) dated March 7,2011,which includes the <br /> construction and demolition (C&D) debris landfill.The scope of work is based on the draft permit <br /> dated December 11,2015 that was included in the Notice of Intent to issue the new permit for the <br /> Class I landfill and the part of the MPIS for routine monitoring of the C&D debris landfill pending <br /> receipt of the FDEP-approved monitoring requirements for the C&D debris landfill.Assistance in <br /> the development of an FDEP-approved WQMP for the C&D debris landfill is included in this scope of <br /> work under the General Technical and Miscellaneous Permit Compliance Reporting task. <br /> Two semi-annual monitoring reports that document the sampling events will be required in <br /> calendar year 2016.In addition,four new wells will be installed and the initial sampling will be <br /> performed concurrently with the July 2016 monitoring event. <br /> Semi-annual sampling of the Class I and C&D debris landfill groundwater monitor wells shall be <br /> performed in January and July of 2016.The samples collected from the Class I monitoring wells <br /> during these events will be analyzed for the routine monitoring parameters listed in Paragraph I1.7 <br /> of the WQMP and Chapter 62-701.510(7)(a), F.A.C.The samples collected from the C&D landfill <br /> monitoring wells will be analyzed for the routine monitoring parameters listed in Chapter 62- <br /> 701.730(8)(c), F.A.C.and Paragraph 9 of the MPIS dated March 7, 2011. Samples from the four new <br /> Class I monitoring wells that will be installed within 90 days after the new permit is issued will be <br /> analyzed for the parameters listed in Paragraph I1.6 of the WQMP. In total, 35 wells will be sampled <br /> in January and 27 wells,including the four new wells,will be sampled in July. Samples from one <br /> surface water site shall be collected in January and July,if water is discharging from the stormwater <br /> pond.The samples,if collected,will be analyzed for the parameters listed in Paragraph II1.12 of the <br /> WQMP and Chapter 62-701.510(7)(d), F.A.C. <br /> A-1 rrvsa.ao« <br />
