the groundwater monitor wells.CONSULTANT/ITS will perform semi-annual sampling of the Class <br /> I and C&D debris landfill groundwater monitor wells in January (35 wells) and July(23 wells) of <br /> 2016. CONSULTANT/ITS will collect samples from the four new Class I monitoring wells that will be <br /> installed within 90 days after the new permit is issued. In total, 35 wells will be sampled in January <br /> and 27 wells,including the four new wells,will be sampled in July.Sampling of new wells other <br /> than the four wells that will be installed within 90 days of the issuance of the new permit or <br /> replacement groundwater monitor wells are not included in this Work Order. <br /> CONSULTANT/ITS will also perform semi-annual (January and July) sampling of the surface water <br /> site,if discharging. <br /> It is estimated that data collection and sampling will take three days to complete per sampling <br /> event. In the event that FDEP requires resampling of groundwater monitoring wells,the labor and <br /> materials will be invoiced under Task 4 of this Scope of Services. If the resampling is the result from <br /> errors made by the sampling staff,the COUNTY will not be invoiced.CONSULTANT/ITS will deliver <br /> the samples to the COUNTY contract laboratory (ENCO) Orlando office for analysis. <br /> Unless otherwise determined by the COUNTY,ENCO will perform the laboratory analysis under the <br /> COUNTY's contract. CONSULTANT will assist the COUNTY in coordinating the analytical testing <br /> activities with ENCO,notify FDEP prior to sampling as required by the MPIS,review and evaluate <br /> the analytical test results,and prepare the semi-annual reports. <br /> CONSULTANT will prepare a semi-annual report for each of the two monitoring events that will be <br /> submitted to FDEP within 60 days of receipt of valid laboratory results from the laboratory that is <br /> contracted by the COUNTY to analyze samples.Services included in preparing the semi-annual <br /> reports entail: <br /> ■ Review of laboratory results with respect to FDEP groundwater quality criteria and historical <br /> laboratory results. If review of the data indicates potential errors in the results or concentrations <br /> of analyses that could potentially result in enforcement action,CONSULTANT will notify the <br /> COUNTY prior to preparing the report and request confirmatory samples,if needed. <br /> ■ Preparation of semi-annual monitoring reports for the January and July monitoring events.The <br /> reports will include brief discussions of the results,water level contour maps,and copies of the <br /> analytical reports.A draft report will be submitted for review,if requested. <br /> ■ CONSULTANT will provide the final report in portable document file (PDF) format and analytical <br /> data in ADaPT format for submittal to FDEP in accordance with Paragraph V.7 of the WQMP. <br /> Copies of analytical reports for the four new wells will be reviewed and provided to the COUNTY to <br /> be included in well completion reports that will be prepared by others. <br /> TASK 3.0-TITLE V PERMIT COMPLIANCE AND REPORTING <br /> Title V Permit No. 0610015-004-AV,which is the current permit as of the date of this work order, <br /> contains monitoring and reporting requirements related to the landfill gas collection and control <br /> system.
