Director Thomas believed a per <br />parcel charge would also solve the problem of getting trash to <br />the landfill, because if a person is paying for it, they will put <br />it out there so it can be picked up. <br />Discussion took place re the $200,000 cap placed on the R 8 <br />R account, and it was felt that was unrealistic and that the <br />landfill was substantially underfunded at its inception 8 years <br />ago when we were looking at an entirely different situation. <br />Commissioner Lyons agreed that we are going to have to do <br />something else with our trash than just burying it, because that <br />cost eventually will make the costs of other alternatives more <br />feasible. <br />Director Pinto stressed that we are not generating any money <br />back into the general fund -- it is all going back into the <br />enterprise account to be used for the next needed improvements. <br />Commissioner Wodtke asked how this would affect the <br />franchised dumpers, and Jeff Barton of Utilities explained that <br />in 1977 when the Landfill originally started to charge tipping <br />charges, the franchised garbage haulers were given an increase of <br />$1.75 a month to cover the Landfill charges. <br />Director Pinto anticipated that they all would be coming in <br />asking for authority to increase their rates to their customers. <br />Chairman Scurlock added that we will then analyze their <br />proposals based on what portion of their charge is actually <br />landfill costs. <br />Commissioner Wodtke asked if we could make a determination <br />on that without having to go through the process for each <br />separate franchise and approve an allowable increase in their <br />charges based upon the dumping cost. <br />Director Pinto noted that we must go through the public <br />hearings, but they could be done all at one time if we estab- <br />lished a flow through policy.
