MAR 19 1986 BOOK 63 , PnUE 910 <br />Chairman Scurlock reported that we are asking the DER to <br />consider delegating additional responsibilities to the County and <br />the Code Enforcement Board so that we would have some ability to <br />use that particular vehicle to collect fines or fees in <br />connection with this. <br />Director Pinto stated that he has been through all of this <br />and felt we could make it work. <br />Bob Jackson, attorney representing Rural Sanitation Servi.ce, <br />asked when the increased rates would go into effect, and Director <br />Pinto advised that they would be effective in two weeks. <br />Attorney Jackson recalled that their last rate increase was <br />back in 1980. On September 17, 1985, they wrote requesting a <br />hearing under the franchise to increase their rates to $10 from <br />$7 as their present per ton charge is $9. He felt this increase <br />is basically unfair because it appears to be building up the <br />capital improvements fund without waiting for the results of the <br />master study. In addition, he believed the effective date should <br />concur with the effective date of the increased rates to their <br />customers. <br />Chairman Scurlock understood that Director Pinto was going <br />to analyze that and handle all the franchised haulers at once. <br />Director Pinto suggested that the franchised haulers move <br />immediately to request a hearing for their rate increase. While <br />the master study may propose a new methodology of charging rates, <br />it would probably -be a year before we could implement such a <br />major restructuring. We need the interim rate increase to carry <br />us in the meantime. <br />Chairman Scurlock felt this should be a 2 -step approach and <br />one would be to find a vehicle as quickly as possible to let the <br />franchised haulers pass the interim increase on to their <br />customers, and then when they get their facts and figures <br />together, come in for a final rate increase based on their <br />operating costs. <br />tR <br />
