<br />Based on the above figures, staff is of the opinion that the lowest and
<br />best bid is that presented by Kelly Tractor under the Total Cost Bid
<br />procedure. -An initial outlay of $142,454
<br />for two graders is appli-
<br />cable, including re -purchase bond. Total
<br />net cost at the end of 5
<br />years is estimated at $25,936 per grader or $5,200 per year including
<br />maintenance. Kelly Tractors guarantees parts
<br />be delivered in 48 hours
<br />or they will pay for parts (see letter attached).
