BOOK 6 4 FACE ? 8 <br />Commissioner Bird noted that, in other words, each triplex <br />would have its own septic tank and well, and that was confirmed. <br />Vice Chairman Lyons asked how many of these units the <br />property would support, and Mr. Moler advised there would be 13 <br />lots, which would amount to 39 units,.and this works out to a <br />density of less than 4 units per acre. He did not see any way to <br />achieve 6 units per acre. <br />Attorney Sam Block came before the Board representing a <br />number of residents of the area. He noted that at the Planning >; <br />Zoning hearing they had presented a petition in opposition to the <br />proposed rezoning, and that night those in opposition completely <br />filled the room; today, however, many of those people are not <br />present because they have to work. Attorney Block emphasized <br />that a major concern is the character of the neighborhood, and <br />while the Master Plan and Small Area Plan talk about residential, <br />they do not address RM -6 as opposed to RS -6. Also, although 300' <br />was felt to be a proper buffer in the past, staff apparently does <br />not feel it is now. Attorney Block pointed out that the Planning <br />& Zoning Board recommended denial because they felt the 300' <br />buffer zone is adequate and that a change to RM -6 would be <br />premature for this area. Attorney Block agreed that a change to <br />RM -6 definitely would be premature as this area on Winter Beach <br />Road is not a fast expanding area, but a rural area mainly made <br />up of 1 to 10 acre single family parcels. If several years from <br />now this area is bursting and there is a need to move west <br />because the RS -6 is filled, he argued all the area should be <br />rezoned RS -6 to be consistent. Attorney Block asked that the <br />Board go along with the Planning & Zoning Commission recommenda- <br />tion. <br />Lynn Kirk, 4210 Winter Beach Road, informed the Board that <br />60-80' of his frontage would be directly affected by the proposed <br />rezoning, and he is very much opposed to it as he does not want <br />high density across the street and is concerned about the effect <br />it could have on water quality.
