DREDGE & FILL PERMIT APPLICATION <br />FILE NUMBER 56117029 <br />APPLICANT: Tom Smith <br />WATERWAY & LOCATION: <br />Open Atlantic Ocean between Bethel Shoal and Jupiter Inlet. <br />WORK & PURPOSE: The applicant proposes to "prop wash" dust <br />sand pockets on the ocean bottom to recover historical arti- <br />facts. This activity will require the displacement of <br />approximately 200,000 cubic yards of sand and shell and involve <br />approximately nine acres of submerged ocean bottom. <br />ALTERNATIVES & ANALYSIS: <br />The Planning and Development Division reviews and submits <br />comments on dredge and fill applications to the permitting <br />agencies based upon the following: <br />The Conservation & Coastal Zoning Management Element <br />of Indian River Comprehensive Plan <br />Coastal Zone <br />Policies for <br />aagement <br />Interim Goals <br />n- -4. <br />ion <br />Objectives & <br />I <br />The Hutchinson Island Planning & Management Plan <br />The Indian River County Code of Laws and Ordinances <br />Chapter 16Q-20 F.A.C. <br />This project proposal involves prop wash dusting from a boat <br />for shipwreck salvage operations. <br />The application proposes that a permit for the prop wash <br />dusting extend along the northern coastal area of Indian River <br />} County within the Town of Indian River Shores and the City of <br />Vero Beach for a period from May 1, 1986 to October 15, 1991. <br />The broad coverage of the application is in potential conflict <br />with the Coastal Element of the Comprehensive Plan which <br />states, <br />KL <br />
