BOONE, ENGINEERINGP RATIONS MANAGER, <br />DIVISION OF UTILITY SERVICES <br />SUBJECT: WATER SYSTEM IMPROVEMENTS - SOUT(((H/// GIFFORD ROAD FROM 28TH AVENUE <br />TO 38TH AVENUE <br />BACKGROUND <br />Following the direction of the Board of County Commissioners, the Utility <br />Division has analyzed the Fire Protection capabilities in the Gifford area. <br />An area of immediate concern was noted along South Gifford Road from 28th <br />Avenue to 38th Avenue, where the existing water mains are significantly <br />undersized. Replacement of the water mains along South Gifford Road, with <br />larger diameter lines, would greatly increase the available fire flow in <br />the area. <br />The County's new jail complex, just east of 43rd Avenue on South Gifford <br />Road, will experience inadequate fire flows if improvements to the existing <br />water distribution system are not made. Flow tests taken in the design <br />stage of the jail complex were artificially inflated by considering only <br />optimum conditions (Gifford Elevated Storage Tank full and service pumps <br />running), thereby indicating adequate flow and pressure would be supplied <br />to the jail complex. At the time the County's water system Master Plan was <br />incomplete and not available to verify water pressure and flow availability <br />at the jail complex. <br />ANALYSIS <br />Boyle Engineering Corporation, who is preparing the County's water system <br />Master Plan, has recently evaluated the distribution system in the Gifford <br />area using their computer model. They have determined that by increasing <br />the water distribution line to 8 inches between 28th Avenue and 38th Avenue <br />adequate fire flows will be available to the County's new jail complex. <br />Increasing the water main to a 12 inch line will not only provide adequate <br />fire flows to the County jail complex, but will also provide sufficient fire <br />flows in the South Gifford Road vicinity. However, the County's water system <br />Master Plan calls for the distribution line to be 16 inches in diameter along <br />108 <br />
