therefore, your rates have to be designed to replace those <br />things. Right now we actually have a small cash flow problem <br />with water and sewer. <br />Page 32 essentially shows the last page of the budget <br />comparison for all your governmental fund types, and Mr. Landorf <br />wanted to point out that generally the County was spending in <br />accordance with the budget and there were no significant budget <br />problems for that year. <br />Commissioner Wodtke had a question on Page 32. He wished to <br />know if we actually budgeted a deficit, and Mr. Landorf confirmed <br />we did. He explained if the county had accomplished spending all <br />the money that was originally in the budget, we would have <br />budgeted a deficit of about 2.2 million, and this gets back to <br />what the Chairman was indicating as a budgetary trend. <br />The County, however, ended up not going that deep into its <br />reserves as a result of collecting more than had been budgeted <br />and spending some 2 million less than anticipated. <br />Chairman Scurlock felt the point is that this will catch up <br />with us, and the Administrator stated that it already has. <br />Com. Wodtke was concerned about the games -that are played <br />with cash carry forward which we don't ever get a chance to look <br />at in this kind of report, and the Chairman pointed out that if <br />we can't invade those funds again, it means we have to look to ad <br />valorem taxes or other revenue sources, which is why we were <br />pointing out additional options for additional revenue this <br />coming year. <br />Mr. #Landorf noted that you also have the federal revenue <br />crunch and agreed it is important to maintain those reserves if <br />at all possible because the alternative is pure taxes. <br />Page 101 Mr. Landorf pointed out on debt service funds, we <br />did refund the 1980-81 bonds; so those, in essence, will wash out <br />during this year, and there is a new bond issue coming on.
