-7 <br />BOOK 64 P, 112 <br />Utilities staff member Jeff Boone reported that staff is <br />currently negotiating with the City on refining boundaries, and a" <br />major issue is refining those along the southern boundary of 12th <br />Street at U.S. #1 so that the County's elevated storage tank <br />remains in our boundaries, as well as one of our prime consumers, <br />the Vero Mall. We are also looking to utilize the services of <br />Boyle Engineering to examine any potential trade-offs in areas <br />such as Tropic Colony and the Rockridge area. <br />Chairman Scurlock asked the estimated cost of the scope of <br />services, and Director Pinto stated the total cost was not known, <br />but Commissioners Lyons and Scurlock felt strongly there should <br />be a dollar limit as they did not like these open ended <br />contracts. Director Pinto suggested a $5,000 limit on Boyle's <br />services. <br />Commissioner Bird asked what the justification is for hiring <br />an outside consultant and why we can't negotiate this and work it <br />out in-house. <br />Director Pinto explained that it goes beyond the negotia- <br />tion; it also concerns hydraulics. We actually have to look at <br />where the cuts are going to be made and have to have the <br />consultants look and see what physical construction has to be <br />done to make those changes. <br />Commissioner Bird asked if the trade-off will be of mutual <br />benefit to the City and the County, and if so, should the City <br />share in the cost of paying for Boyle's services. <br />Director Pinto stated that it is not actually a matter of <br />mutual benefit to anyone other than the customers being served. <br />For instance, on 12th Street we do not know if we are going to <br />40 <br />r—� <br />
