Melsom McQueen Memo <br />PG A Staff, Long -Range Planning ROBERT <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of April 16, 1986. <br />DESCRIPTION & CONDITIONS <br />Darrell E. McQueen, an agent for Johns Island Club, Inc., the <br />owner, is requesting to rezone 65.65 acres located north of <br />County Road 510, west of the Florida East Coast Railroad <br />right-of-way and south of the Southern Sebastian City Limits from <br />IL, Light Industrial District, and A-1, Agricultural District, to <br />RM -6, Multiple -Family Residential District (up to 6 units/acre). <br />The applicant is requesting the rezoning to bring all of their <br />property into one zoning district so they can develop a golf <br />course on the property. <br />On February 27, 1986, The Planning and Zoning Commission voted <br />4 -to -0, with one abstention, to recommend approval of this <br />request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a descrip- <br />tion of the current and future land uses of the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on environ- <br />mental quality. <br />Existing Land Use Pattern <br />The subject property consists of two parcels of a 242.69 acre <br />tract of land owned by the Johns Island Club, Inc:. East of the <br />subject property, across the Florida East Coast Railroad <br />right-of-way, are citrus groves and undeveloped land zoned CG, <br />General Commercial District, and RS -6, Single -Family Residential <br />District. South of the subject property are citrus groves and <br />several single-family residences zoned CL, Limited Commercial <br />District, and IL, Light Industrial District. West of the subject <br />property is undeveloped land zoned RM -6, Multiple -Family Residen- <br />tial District. North of the subject property is undeveloped land <br />in the Sebastian Highlands zoned single-family residential. <br />Future Land Use Pattern <br />The Comprehensive Plan designates a 300' wide strip of parcel "B" <br />of the subject property as part of the U.S. #1 Mixed -Use Corri- <br />dor. This corridor, located on the west side of U.S. #1 to a <br />point three hundred (300) feet west -of the FEC Railroad or Old <br />Dixie Highway, whichever is most westerly, extends south from the <br />Sebastian City Limits to the northern limits of Vero Beach.
