APP 16 1996 BOOK 64 Fr; -J66 <br />that he personally, just as most others in the area, did not want <br />to sell his property; he wanted to live in the area and have his <br />family live in the area; but because of the lack of roads and <br />access, you can't get a building permit and can't get financing. <br />Commissioner Lyons asked how many people Mr. Wiggins <br />represents, and he stated that being president of the Oslo Civic <br />League, he represents the whole area, but actually there are <br />about six people who own property right near the subject <br />property. He continued to emphasize the problems caused by lack <br />of roads. <br />Commissioner Bird noted that Oslo is going to be an 1-95 <br />interchange in the future, and when that happens, Oslo Road very <br />likely will be four-laned, traffic will get even worse, and it <br />will not be the most desirable place to live. If there is some <br />way we could rezone so these people who live right on Oslo Road <br />could realize a decent price for their property and some roads <br />could be built off Oslo Road so they could relocate there, he <br />felt that would be a more desirable situation and asked if Mr. <br />Wiggins saw that as a future for the Oslo area. <br />Mr. Wiggins agreed that is feasible, but stressed they have <br />been working two years to get just one road paved so they can <br />build further back from Oslo Road. <br />- Commissioner Bird asked if we are committed to just one <br />road; this was confirmed, but Commissioner Lyons pointed out that <br />we just now got all the right-of-way that was needed, and until <br />we got that, we couldn't build the road. <br />Mr. Wiggins continued to contend that rezoning just the one <br />piece of property being considered today will cause heartache and <br />hardship for the people. He stated that he did realize Oslo will <br />be commercial one of these days, but he did feel it is premature <br />at this time. <br />Attorney O'Haire informed the Board that his client owns <br />American Insulation, and his place of business is right across <br />the street along with a great deal more commercial development; <br />30 <br />
