He could not quarrel with <br />what Mr. Wiggins has said, but he believed that because of the <br />site plan constraints placed on developing commercial re <br />landscaping, buffering, etc., the people would be a lot better if <br />this were rezoned commercial. <br />Commissioner Bird expressed his feeling that the ultimate <br />solution will be to create more residential in the Oslo area and <br />then rezone this strip fronting Oslo all in commercial and give <br />everyone a chance. <br />Mr. Wiggins agreed it would be more feasible if something <br />were done for the whole area. He continued to stress that most <br />of the people want to stay in that area, but the problem is no <br />roads. <br />Discussion continued at length regarding the difficulty of <br />acquiring the needed right-of-way for 10th Court, which we have <br />just finally obtained; the need for more roads; the possibility <br />of a MSTU for roads, etc. <br />Chairman Scurlock pointed out that the matter before us <br />today is a rezoning, not the problem of roads. He determined <br />that no one else wished to be heard. <br />ON MOTION by Commissioner Lyons, SECONDED by Com- <br />missioner Bowman, the Board unanimously closed <br />the public hearing. <br />MOTION WAS MADE by Commissioner Bowman, SECONDED by <br />Commissioner Wodtke, that the request to rezone the <br />subject property from RM -6 to CH be denied because <br />it would represent spot zoning. <br />Commissioner Wodtke stated he seconded the Motion for denial <br />because he would like to have staff review the entire area, study <br />the road situation, and come back with a long range plan to <br />31 <br />APR 16 1986 BOOK 64 FADE 167 <br />
