If <br />the McClains were to have to pave back to Old Dixie, which now <br />exists as a 12' wide road, they would have to widen that to the <br />minimum 221, which would be another 1,000' or so of pavement. He'* <br />emphasized that the all the McClains want to do is develop a <br />small mini -warehouse; they are willing to pay their fair share, <br />but feel $15-30,000 of roadway improvements makes it unfeasible <br />to develop their lot and they want some relief. <br />Chairman Scurlock was. not sure one small mini -warehouse <br />project was sufficient to justify a forced assessment of the <br />entire area. When there is sufficient demand to develop the <br />area, there will be others who are willing to sign a petition. <br />Commissioner Lyons noted that High Street is in the county <br />and also in the City of Sebastian, and he did not believe we can <br />force an assessment on the people in the city. He noted that CR <br />512 and Old Dixie are county roads; we can assess for them and <br />also can assess for Woodmere Rd, and High St. in the county area. <br />He believed the cheapest way to go would be High Street from 512 <br />down -to Woodmere Road. <br />Discussion ensued re various alternatives, and Chairman <br />Scurlock felt the best idea, if the McClains are willing to pay <br />the cost of advertising, would be to have a public hearing to <br />identify this situation to the owners in the area so we can get a <br />better feel as to how many really want this. <br />Commissioner Bowman noted that this is not as simple as just <br />doing High Street, and Chairman Scurlock stated that his attitude <br />would be to deal with the entire node so all would participate <br />and it all could be paved at one time. <br />Commissioner Wodtke did not feel it makes sense for us to <br />separate the city and county areas, and he believed this area <br />could very well tie into the City area on CR 512 and be part of <br />one jurisdiction. <br />Mr. Mosby noted that it would take the full participation of <br />all the owners to annex the remainder of that area into the city, <br />40 <br />
