DREDGE & FILL PERMIT APPLICATION <br />FILE NUMBER 31-118047-4 <br />APPLICANT: Sembler & Sembler Inc. <br />WATERWAY & LOCATION: <br />The proposed project is located on the Indian River, on lots 5 <br />and 6 of Park Estate Subdivision in Section 31, Township 30S, <br />Range 29E in the City of Sebastian. <br />WORK & PURPOSE: <br />The applicant proposes to replace an existing 515 ft. dock <br />structure with a new 545 ft. dock and construct a 510 ft. <br />breakwater. The dock will accommodate thirty-four boat slips. <br />ALTERNATIVES AND ANALYSIS: <br />The Planning and Development Division reviews and submits <br />comments on dredge and fill applications to the permitting <br />agencies based upon the following: <br />The Conservation & Coastal Zone Management Element of the <br />Indian River Comprehensive Plan: <br />Coastal Zone Management, Interim Goals, Objectives & <br />Policies for the Treasure Coast Region; and <br />The Hutchinson Island Resource Planning & Management Plan. <br />The proposed project is located entirely within the corporate <br />limits of the City of Sebastian. The applicant presently has a <br />lease agreement with the State of Florida to operate a marina, <br />commercial dock or docking facility on submerged sovereignty <br />lands. The project is not expected to impact those portions of <br />the Indian River within the unincorporated area of the County; <br />however, staff questions the necessity of constructing the <br />proposed breakwater. <br />The breakwater would consist of strategically located concrete <br />pilings wrapped with auto tires. Based upon the proposed <br />spacing requirements as depicted on the application, approxi- <br />mately thirteen such pilings would.be utilized. Although this <br />type of breakwater is the least damaging in terms of <br />environmental impact, it is also the lease effective in provid- <br />ing boat protection from wind and wave action. <br />48 <br />
