The dock proposed is essentially a replacement for an existing <br />dock structure. Because the proposed structure is nearly equal <br />in size to the dock being replaced, no additional boat slips <br />may be expected, thus not creating additional potential impacts <br />to the Florida manatee as a result of the project. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners autho- <br />rize staff to transmit the following comments to the D.E.R.: <br />1) Indian River County has no objections to the proposed <br />dock replacement; <br />2) The D.E.R. should require that the applicant provide _ <br />documented justification for the proposed breakwater <br />and review the potential hydrographic impacts of the <br />breakwater on the surrounding water and shoreline <br />area. <br />ON MOTION by Commissioner Wodtke, SECONDED by Com- <br />missioner Bowman, the Board unanimously accepted <br />staff's recommendation per the above and authorized <br />them to submit the proposed comments to the DER. <br />COMMERCIAL CENTER DEVELOPMENT CORP. - WASTEWATER AGREEMENT <br />The Board reviewed the following memo from the Utility <br />staff: <br />TO: BOARD OF COU TY COMMISSIONERS DATE: APRIL 7, 1986 <br />THRU: TERRANCE <br />DIRECTOR, UTILITY SERVICES <br />FROM: RONALD R. BROOKSIRONMENTAL ENGINEERING SPECIALIST <br />DIVISION OF UTILITY SERVICES <br />SUBJECT: COMMERCIAL CENTER DEVELOPMENT CORPORATION <br />WASTEWATER AGREEMENT <br />BACKGROUND <br />In February 1985 the Board entered into a wastewater agreement with Commercial <br />Center Development Corporation for wastewater service to the proposed South <br />Vero Square Shopping Center that was to be located at US 1 and Oslo Road (See <br />Exhibit I). The agreement provided for County wastewater service utilizing the <br />Vista Royal Wastewater Treatment Plant subject to Commercial Center Development <br />Corporation contributing to specific improvements in the wastewater plant and <br />the Vista Royal collection system. <br />The improvements were a necessity to improve treatment at the plant and to <br />accommodate the increased flow that would be created by the South Vero Square <br />Shopping Center. <br />49 <br />APR 16 1986 <br />BOOK 64 F'A,E 185 <br />
