Environment <br />Generally, the node area is not designated as environmentally <br />sensitive; however, approximately one acre in the eastern <br />portion of the node is -located in a high marsh area as depicted <br />on the National Wetlands Inventory Map. A site inspection on <br />December 31, 1985 revealed that there was no standing water on <br />the site. Approximately 75 acres of land in the eastern <br />portion of the node is located within the 100 year flood plain <br />as depicted on the Flood Rate Insurance Map (FIRM) for the <br />area. <br />Access to the Transportation Network <br />The parcels of land located in the proposed.enlarged hospital/comm- <br />ercial node have either primary or secondary access to 37th <br />Street (designated as a Secondary Collector on the Thoroughfare <br />Plan). <br />RECOMMENDATION <br />Based on the above analysis, staff recommends approval. <br />Commissioner Bird asked about the 3 acres in the northeast <br />corner of the node, and Richard Shearer, Chief of Long -Range <br />Planning, noted the possibility of moving the node further to the <br />west. <br />Chairman Scurlock noted that we are looking for 70 feet of <br />right-of-way through there for Indian River Boulevard which would <br />reduce the node down from the present 210 acres, and Mr. Shearer <br />explained that all road right-of-way is computed in the acreage <br />of nodes. <br />Chairman Scurlock opened the Public Hearing and asked if <br />anyone wished to be heard in this matter. <br />Michael O'Haire, attorney representing property owners in <br />Block 15, noted that the size of this node has been debated and <br />discussed exhaustively, and urged the Board to include Blocks 13, <br />14, and 15 of the Geoffrey Subdivision in the hospital/commercial <br />node. He believed the property owners in the area wish to have <br />those blocks included because their properties would be worth <br />more than if they remained residential. He further noted that <br />only 2 out of 36 owners have objected to the commercial zoning <br />and a petition was presented to the Clerk at the Public Hearing <br />of 2/19/86 with 38 signatures favoring inclusion in the node. <br />27 <br />BOOK 64 pnL 249 <br />
