r <br />are interested in applying for the grant monies so we can expand <br />our assistance programs to victims. <br />Chairman Scurlock asked Ms. Rowe what action is needed <br />today, and Ms. Rowe felt the County needs to decide whether we <br />are going to say.no to the program completely or whether we plan <br />on working together with the other 3 counties in the 19th <br />Judicial Circuit on the administration of the program. <br />Commissioner Bowman asked exactly how the monies would be <br />allocated to victims and who goes to bat for them regarding the <br />amount of compensation awarded. <br />Ms. Rowe understood that out of the $1.5 million allocated <br />to the State of Florida, 5.0% goes into the compensation fund and <br />victims apply to that fund for reimbursement of medical costs, <br />etc. The other 50% goes to fund victims' service programs on a <br />local level. We do not know how much Indian River County will <br />receive of that $1.5 million. <br />Chairman Scurlock still felt the information available was <br />too vague, and Ms. Rowe pointed out that the County already funds <br />the local victims' assistance program and those monies will be <br />used for matching funds in applying for this grant. She <br />emphasized that she was not asking for money today, she was <br />asking that the County indicate their willingness to accept the <br />responsibility of determining who would handle the administration <br />on a local level. <br />ON MOTION by Commissioner Lyons, SECONDED by <br />Commissioner Bird, the Board unanimously indicated <br />that Indian River County would be interested'in working <br />together with the 3 other counties in the 19th Judicial <br />Circuit in accepting responsibility of determining what <br />local group would handle this proposed program. <br />Reverend Julius Rice wished to speak on this subject since <br />this is National Victims Rights Week.
