M M M <br />Steven Lulich, attorney for the Sebastian Volunteer <br />Ambulance Squad explained that they need the Certificate of Need <br />from the County before they can receive their license from the. <br />State. <br />Attorney Vitunac advised that the County's main inquiry <br />should be into the scope of the territory to be served to make <br />sure there are no gaps in coverage, and also whether it is <br />necessary and convenient to us to have a separate ambulance <br />organization in that area instead of keeping the one we have <br />already. It is not the province of the County to question the <br />adequacy of manning, equipment, insurance, etc., but the Board <br />can question whether the applicant has the wherewithal to furnish <br />the service. <br />Administrator Wright was confused about whether Orchid <br />Island was included in the proposed service area, and Chairman <br />Scurlock advised that Orchid Island is currently being serviced <br />by Indian River Shores, which is under contract for rescue and <br />fire service from the South County Fire District. <br />Commissioner Lyons explained that some of the areas that <br />Sebastian is requesting to service are already covered by <br />existing services. He recommended that we specifically limit <br />their coverage to ESNs (sectors) 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, <br />11, 13, 15, 17, 19, 21, 22, 23, 24, 25, 29, 31, 35, and 114. <br />These boundaries would cover the north county area from the <br />Brevard County line following the Indian River south to Hobart <br />Road, west to 82nd Avenue, north to the intersection of CR -510 <br />and CR -512 and continuing north to the Brevard County line, which <br />would make the service area consistent with the existing sectors. <br />Commissioner Lyons noted that this coverage is a little different <br />than stated in the above letter, but it would avoid overlapping <br />coverage in Indian River Shores and Fellsmere. <br />Commissioner Lyons just wanted the Sebastian Squad to be <br />aware of what they were faced with in getting their license from <br />the State and wanted to be sure that this area would be covered <br />59 <br />APR 2 3 1986 BOOK 64 F,�,F 281 <br />
