He knew that <br />Sebastian has had trouble in the past in recruiting enough EMTs <br />to go around and stressed that funding and liability insurance <br />are other major concerns. <br />Attorney Louis B. Vocelle, Jr., President of the Indian <br />River County Volunteer Ambulance Squad, felt equipment and <br />staffing should be considered in making this decision on whether <br />to issue a certificate of need. He was concerned that should the <br />system break down in say 3 months or so and Sebastian would wish <br />to rejoin the Indian River County Ambulance Squad and then break <br />away again and again, it would pose a real problem. The IRC <br />Squad is prepared to talk with Sebastian about donating a <br />building back to them and giving them two fully equipped <br />ambulances. He was also concerned about the boundaries and felt <br />that the defining line should be CR -510 rather than south of that <br />at Hobart Road. He wished the Sebastian Volunteer Ambulance <br />Squad every success in the future and hoped that they have the <br />necessary manpower and the commitment to service the north county <br />year after year. <br />Joy Snell, President of the Board of the Sebastian Volunteer <br />Ambulance Squad, Inc., emphasized that the Squad has been manned <br />by Sebastian people only for over the last six months. They have <br />one station open and they have not had to call the Indian River <br />County Ambulance Squad for assistance as yet. <br />Commissioner Lyons stated that while he was perfectly <br />willing to vote for the issuance of the Certificate of Need, he <br />was simply raising the question that the Squad knows what they <br />are up against and wanted to be sure that we don't have any <br />lapses in our coverage of the county. He felt both this <br />Commission and Sebastian City Council owe the Indian River County <br />Ambulance Squad a real vote of thanks because they came to the <br />rescue of Sebastian when they were having real troubles, and we <br />should be sure they get the credit that is due them because they <br />worked very hard. <br />60 <br />M <br />M <br />
