INDIAN RIVER COUNTY
MEMORANDUM
(ONSEN 1` 111':11
TO: Joseph A. Baird
County Administrator
DEPARTMENT HEAD CONCURRENCE:
Stan Boling,
Community Development Director
FROM: Roland M. DeBlois, AICP"
Chief, Environmental Planning
DATE: December 8, 2015
RE: Board Approval of Project Agreement with the Florida Inland Navigation District
for Phased Dock Restoration at the Archie Smith Fish House
It is requested that the Board of County Commissioners formally consider the following information at its
regular meeting of December 15, 2015.
DESCRIPTION AND CONDITIONS
In 2014, in conjunction with a grant received from the State Division of Historic Resources, the County
contracted with an architectural/engineering firm (Atelier AEC, Inc.) to produce restoration design plans
for the county -owned historic Archie Smith Fish House at 1740 North Indian River Drive. In coordination
with county staff and with County Historian Ruth Stanbridge, Atelier AEC completed the restoration
design, including plans for restoration of the historic dock at the site (see Attachment 3).
On March 24, 2015, the Board of County Commissioners authorized staff to apply for a Florida Inland
Navigation District (FIND) Waterways Assistance Program (WAP) 50% cost -share funding grant for
phased restoration of the dock in accordance with the design plans. On May 12, 2015, the Board approved
Resolution No. 2015-60, committing to use up to $241,600 in Florida Boating Improvement Funds as the
County's match towards the estimated total cost of $483,200 for the dock restoration project (see minutes
and Resolution, Attachments 1 and 2 to this report).
FIND has since approved the County's grant application, but at a reduced grant award amount of $100,000,
compared to the requested FIND grant amount of $241,600. Accordingly, county staff, in coordination with
the project architect, submitted to FIND a reduced scope / revised cost estimate for this "first phase" of
restoration of the Archie Smith Fish House dock to reflect the reduced scope of the FIND grant funding
award, as indicated in the following two tables:
1
102
