Baird, County Administrator <br />From: Vincent Burke, P.E., Director of Utility Services <br />Prepared By: Arjuna Weragoda, P.E., Capital Projects Manager A00 <br />Terry Southard, Utility Operations Manager Ift,r.ikW <br />Subject: Wabasso Causeway Re -Use Main Inspection <br />DESCRIPTIONS AND CONDITIONS: <br />The Wabasso Bridge Reuse Main crossing consists of double 12 -inch diameter ductile iron mains <br />hanging under the Wabasso Causeway bridge decks. There are 4 bridge crossings consisting <br />of 3 low elevation structures and a high causeway structure. Together, the total length of <br />exposed pipe is approximately 3,400 linear feet. Since installation, the metal pipes have <br />experienced several small failures, but have had no complete inspection for the weathering <br />process caused by the salty environment. A quick visual view of the hanging pipes indicates the <br />need for such an examination. <br />ANALYSIS: <br />Staff reached out to Carter Associates, Inc. (CAI) to perform this inspection due to their past <br />experience on this very bridge. CAI conducted inspection, design, and bidding services for the 16 - <br />inch diameter cast iron pipe owned and maintained by John's Island currently hanging under the <br />south side of the Wabasso Bridge decks. Since the pipes are hung under each of the bridge <br />decks, access is limited to a mobile platform deck. Rather than using a multi -boom lift crane, <br />which would require drive lane closure for a significant time, CAI has experience on this very <br />bridge, using a rolling scaffold for pipeline inspection. Unfortunately, the inspection scaffold for <br />that project no longer exists. CAI is proposing the same successful inspection technique used on <br />the south side to inspect the County's Reuse Mains located under the north side bridge decks. <br />Therefore, approximately 15% of the cost is attributed to design and construction of the scaffolding. <br />The work order will be provided in accordance with the Extension and Amendment of the <br />Continuing Services Contract Agreement for Professional Services with CAI dated November 4, <br />2014. The scope is more specifically described in the attached Work Order No.2. The total <br />negotiated cost for the six (6) tasks outlined in Work Order No.2 is a total sum amount of <br />$56,048.42. <br />FUNDING: <br />Funding for the Wabasso Causeway Reuse main inspections are within the Utilities Operating Fund. <br />132 <br />
