E. <br /> 12 January 2016 <br /> Page 3 <br /> PROPOSED SCOPE OF WORK <br /> This proposal covers professional engineering services required for installing the groundwater <br /> monitoring well clusters required by the FDEP for the Class I Landfill. The scope of work is <br /> briefly described below. <br /> Phase 1 —Installation of Groundwater Monitoring Well Clusters <br /> As previously discussed the Final Permits issued by FDEP requires the installation of two <br /> groundwater monitoring well clusters east of Cell 1 and the suspension of monitoring of the <br /> existing well clusters east of Cell 2 until Cell 2 is constructed. Figure 5-1 (from the Permit <br /> Application) shows the new wells that need to be installed and the existing wells that monitoring <br /> would be suspended. Geosyntec has solicited a quote from Environmental Drilling Services, Inc. <br /> (EDS) to serve as a drilling subcontractor to perform these services. It should be noted that EDS <br /> installed the previous wells within the Segment 3 footprint. A copy of EDS' proposal is included <br /> as Attachment A. Geosyntec has also solicited a quote from Peavey & Associates (Peavey) to <br /> survey the locations of the new groundwater monitoring wells and prepare the required drawing <br /> for submittal to FDEP. Peavey also provided similar services during Cell 1 construction. A <br /> copy of Peavey's proposal is included as Attachment B. <br /> A Geosyntec's hydrogeologist or geotechnical engineer will be on-site to supervise the work. <br /> Upon completion of the well installation, Geosyntec will develop the wells in preparation for the <br /> initial background sampling and analyses. The locations of all wells will be surveyed and a well <br /> completion report will be prepared and submitted to FDEP in accordance with the requirements <br /> of the MPIS. It has been assumed that the sampling and laboratory analyses will be performed <br /> by SWDD's contracted analytical laboratory and has therefore not been included in the budget <br /> estimate. <br /> Following installation of the monitoring wells, Geosyntec will coordinate with Peavey to survey <br /> the wells and prepare the drawing for submittal to FDEP. The drawing will include all well <br /> locations, each monitoring well name and identification (WACS) number, the top of casing, pad <br /> elevation, and permanent benchmark referenced to NGVD 1929 to the nearest 0.01 feet. <br /> Geosyntec will prepare a summary report to document the installation and completion of the new <br /> groundwater monitoring well clusters. The report will be submitted within 30 days after <br /> installation as required by the specific conditions of the Final Permits.
