MAY 7 1986 Bou 64 PAGE 14 <br />The proposed RM -6, Multiple -Family Zoning is in conformance with <br />both the LD -2, and MXD land use designations, and seems <br />appropriate based on the fact that there is heavy commercial <br />zoning east of the subject property and the proposed RM -6 zoning <br />would provide a good buffer between this commercial zoning and <br />the single-family zoning to the west. <br />Transportation System <br />The subject property has direct access to Old Dixie Highway <br />(classified as a secondary collector street on the Thoroughfare <br />Plan). The maximum development of the subject property under <br />RM -6 zoning could generate up to 132 average annual daily trips <br />(AADT). The existing traffic count for this section of Dixie <br />Highway is 3,800 vehicles per day. The proposed RM -6, zoning <br />will not decrease the existing level of service "A", for this <br />section of Old Dixie Highway. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it in a flood prone area. <br />Utilities <br />County water'is available but wastewater service is not available :"- <br />to the subject property at the present time. <br />RECOMMENDATION - <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />The Chairman asked if anyone wished to be heard. <br />James Lawhon, owner of the subject property believed this <br />rezoning would make a nice step up to the subdivision that is <br />behind it and protect it from the highway and the commercial. <br />The Chairman inquired if any petitions had been received in <br />opposition to the rezoning, and it was confirmed that none were. <br />ON MOTION by Commissioner Bird, SECONDED by Com- <br />missioner Bowman, the Board unanimously closed the <br />public hearing. <br />ON MOTION by Commissioner Bird, SECONDED by Com- <br />missioner Lyons, the Board unanimously adopted <br />Ordinance 86-30 rezoning 3 acres west of Old Dixie <br />Highway and south of 10th St. SW from RS -6 to RM -6 <br />as requested by James Lawhon. <br />28 <br />I <br />
