She expressed her preference for signs <br />which simply indicate lodgings, gasoline, etc., are available at <br />the next turn-off. She agreed travelers need such information, <br />but they don't need the advertising. <br />Director Keating advised that the 300' recommended on 1-95 <br />is a substantial reduction from what is allowed presently. <br />Commissioner Bird next expressed concern with the grand- <br />fathering policy. He could agree with it for an existing <br />business, but was not sure we should be stuck with continuing to <br />grandfather the sign as that business changes hands and becomes <br />something different. <br />Chairman Scurlock also favored a definite time limit on the <br />grandfathering. <br />Director Keating noted that staff had ambivalent feelings <br />about an amortization provision. While it is true grandfathering <br />gives people who put up larger signs an unfair advantage over <br />people who now have to have smaller signs, staff felt it also is <br />unfair to penalize someone who went by all the rules and spent a <br />lot of money to put up their sign by saying its life is now over. <br />Commissioner Lyons referred to Item 6 on Page 2 which <br />includes electronic message centers and pointed out that some of <br />these type signs are electromagnetic rather than electronic. He <br />was not sure the present wording was broad enough. <br />Director Keating advised the sign people thought this was <br />adequate, but staff can look into it. <br />Commissioner Lyons was concerned about the definition of <br />banner excluding something such as a cloth banner which is <br />suspended across a road when you have a parade, and was informed <br />42 <br />I <br />
