Attorney Barkett informed the Board this is tentatively <br />scheduled for June 20th in Tallahassee; however, it seems there <br />is a possibility they may run out of the Save Our Coast money <br />before then and reestablish priorities so he has requested we be <br />kept notified if we need to attend any meetings. <br />Discussion ensued as to whether we can justify our need for <br />this property, and Environmental Planner Challacombe reported <br />that according to the figures he received from the Chamber of <br />Commerce, our tourist activity doubled from 1981 to 1983, which <br />strongly enforced our needs, and this is plus the 14,000 increase <br />in our residential population, which alone would put us ahead of <br />the game. Based on the needs analysis, he supported the <br />acquisition. <br />Commissioner Bird commented that he had asked Planner <br />Challacombe to reverify the tourist figures with the Chamber of <br />Commerce as he did find them overwhelming. <br />Commissioner Wodtke questioned the formula for estimating <br />resident usage of the beaches as opposed to tourist usage. <br />Planner Challacombe advised that it is the standard formula; <br />tourists during the time they are here utilize the beaches much <br />more frequently than the year-round residents; he also felt the <br />tourist usage numbers are influenced by the proximity of <br />Sebastian Inlet State Park. He informed the Board that these are <br />the numbers the Chamber of Commerce obtained from the State <br />Division of Marketing Research; however, they are in the process <br />of changing their methodology of determining tourist population. <br />Commissioner Lyons asked if Attorney Barkett would have any <br />problem using these figures for legal support of our needs, and <br />Attorney Barkett stated he would not. <br />Discussion followed re a Motion to accept the needs analysis <br />figures, realizing we may have to document them in court so we <br />want to be sure they are as ironclad as possible. <br />Attorney Vitunac noted that the longer this takes, the more <br />people move here, and the more proper our condemnation becomes. <br />85 <br />MAY 7 1986 BOOK 64 FADE -37 <br />
