I recommend that the computer organization continue at this <br />time to be supervised by the Clerk and that the "added services" <br />be charged back as outlined in number one. <br />4. I further recommend that we and the Computer Committee name <br />Mr. Hylton as head of the Data Processing activity and make him <br />responsible for the design and operation of our system. There is <br />a lot of interest and activity on the part of the users and <br />unless we assign the responsibility for this activity at once, we <br />are going to see fragmentation, redundancy, and waste. Mr. <br />Hylton is familiar with our operation. He has a fine record of <br />performance. I say this based -on personal observation and upon a <br />recent inspection of the ClerkIs operation. (I would suggest <br />each of you take such an inspection tour- I hope the Clerk will <br />pardon me for making this invitation) He is familiar with the <br />fact that some CSLt a ��ul� _ .. f' y r� e^mAuters ar <br />some by the main computer and by combinations thereof. Since Mr. <br />Hylton is in effect subject to continuous review, I can see no <br />harm in starting this way. In fact, there is a great advantage <br />because we suffer -no further delays. <br />5. I recommend that we continue with the thought that the. <br />System 38 will be satisfactory for our purposes for quite a few <br />years with the necessary updates. Also, it is my personal <br />feeling that any vendor who can convince us that we need to <br />change computers in this day and age, know he's going to have to <br />set up to provide a transition with little or no cost to us. <br />6. I recommend that we expand the capacity of the System 38 as <br />requested by the Clerk. <br />7. I al -so recommend that we continue our program of asking <br />vendors to appear before us to tell of their wares and to make us <br />aware of our problems and limitations. <br />8. I am also going to ask the Committee to reconfirm its <br />position of no hardware or program purchase without Committee <br />approval. <br />94 <br />
