multi -family, and commercial generators. In addition, SWDD desires an increase in community usage of Residential <br />Collection Service, thus reducing reliance on the County's convenience centers. All forms of communication <br />regarding the County's programs including, but not limited to, electronic, written, audio, video, graphics, logos, etc., <br />shall be reviewed and approved by the Contract Manager, or his designee, prior to disseminating or presenting <br />publically. <br />14.1. School Presentations <br />Franchisee will partner with SWDD and Indian River County Schools to present programs on recycling and <br />sustainability on-site at the schools. <br />14.2. Commercial Recycling <br />Franchisee will have a designated Commercial Account Manager to direct Franchisee efforts to work directly <br />with businesses to review current container size and service frequency, and provide an analysis detailing <br />cost savings that may be realized by adding a recycling program. <br />14.3. County Park Recycling <br />Franchisee shall provide and service up to seventy-five (75) bottle and can recycling containers for use at <br />County parks at no cost to SWDD or the County. Franchisee will work in conjunction with SWDD to <br />determine container type, container placement, implementation timeline, and educational materials to <br />encourage use. Markings on the containers shall be approved by SWDD. <br />14.4. Residential Subscribers <br />14.4.1. Franchisee shall encourage new subscribers by offering an introductory rate to new Residential <br />Customers. Residents who contact Franchisee between October 1 and October 31, 2015 to <br />establish new subscription service will receive a ten percent (10%) discount off the first quarter <br />invoice. Subscribers will transition to the regular rate after the introductory rate period. <br />14.4.2. Franchisee shall encourage universal service within individual Homeowners Association (HOA) <br />communities by offering discounted pricing to HOAs that elect to receive one invoice for the entire <br />community. Franchisee will send one invoice reflecting a ten percent (10%) discount to the HOA <br />for all residential units within the community. This discount will be in force until the termination <br />of this Agreement. <br />14.4.3. Franchisee shall dedicate staff resources to offer presentations to HOA and community <br />organizations regarding the special rate programs and benefits of curbside Residential Collection <br />Service. <br />ARTICLE 15. FRANCHISE FEE <br />The Franchise Fee shall pertain to Residential Collection Service, Commercial Collection Service, and non-exclusive <br />C&D collection service. No Franchise Fee is required for Residential Recyclables Collection Service. Franchisee shall <br />remit a Franchise Fee in the amount of six percent (6%) of gross revenues collected in the immediately preceding <br />month pursuant to the Franchise granted herein to SWDD, by check, on or before the fifteenth (15th) Day of each <br />month. <br />Should the City of Fellsmere elect to participate in this Agreement, the Franchise Fees for Residential Collection <br />Service, Commercial Collection Service, and non-exclusive C&D collection service provided within the municipal <br />boundaries shall be remitted directly to the City of Fellsmere. If applicable, Franchisee shall remit a Franchise Fee in <br />the amount of six percent (6%) of gross revenues collected in the immediately preceding month for services provided <br />within the municipal boundaries to the City of Fellsmere, by check, on or before the fifteenth (15th) Day of each <br />month. <br />Page 23 <br />
