The second alternative is to amend the RM -6, RM -8 and RM -1.0 <br />zoning districts to allow offices as a special exception with <br />specific criteria to regulate their development. An advantage of <br />this alternative is that it would lessen the chances of spot <br />zoning for offices because offices would .be allowed in three <br />multiple -family districts. A disadvantage of this alternative is <br />that it would minimize the County's discretion as to where <br />offices could locate. For example, for a parcel of land located <br />on an arterial street with the appropriate multiple -family <br />zoning, an office would be allowed on the site if it could meet <br />the specific criteria required for offices. <br />- RECOMMENDATION <br />Based on'th'e above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends that the Board of <br />County Commissioners direct the staff to initiate. the process of <br />adopting a new professional office zoning district to regulate <br />office development in.areas along arterial streets and designated <br />as LD -2, MD -1, MD -2, MXD or commercial on the Comprehensive Plan. <br />Richard Shearer, Chief of Long -Range Planning, explained <br />that basically staff is requesting to go ahead and advertise for <br />public hearings on alternative methods to allow general offices <br />in residentially zoned areas. <br />MOTION WAS MADE by Commissioner Bird, SECONDED by <br />Commissioner Wodtke, that the Board authorize staff <br />to advertise for public hearings on this matter. <br />Under d4scussion, Commissioner Wodtke wanted the <br />advertisement to be broad enough to cover various changes that <br />could be made to the Zoning Code on that day so that we don't <br />have to readvertise for another public hearing. <br />Commissioner Lyons had great misgivings on this matter and <br />felt that we should have either residential or business, and <br />Commissioner Bowman was worried about parking. <br />Commissioner Bird felt that the old houses within the City <br />of Vero Beach which recently have been remodeled into offices -are <br />more attractive than the homes were. <br />Chairman Scurlock pointed out that we are talking about new <br />development, and Commissioner Lyons wished to know why the <br />barrier island was exempted from this proposed change in zoning. <br />25 <br />BOOK 64 FA,UE 425 <br />MAY 14 1906 <br />
