a � � <br />Mr. Ramos has also requested that action by the County be taken to <br />accomplish the following: <br />1. Make Application for release of easements. There is a ten <br />foot utilities easement that runs North and South through <br />Block 3 which would pass under the proposed building. There <br />is another easement that runs North and South through Block 4 <br />which would pass under the proposed parking lot. <br />2. Make Application for abandonment of right-of-way. Proposed <br />plan requires abandonment of 19th Avenue from 27th Street <br />north to the canal. <br />3. Make Application for Approval of Site Development Plan. The <br />Architect is moving to get the proposed site plan to the City <br />of Vero Beach. Mr. Ramos has requested monies for this <br />application and for items #1 and #2. <br />The entire proposed plan is contingent upon acquisition of the <br />property., abandonment of the right-of-way, and release of the <br />easements. <br />Staff recommends that the Board authorize the immediate action to <br />proceed with the Architect's proposal as outlined above. <br />General Services Director Sonny Dean explained the architect <br />has recommended that the new health building be located on Blocks <br />3 and 4 of the Booker T. Washington Subdivision, which is just <br />north of the County Administration Building. In those two blocks <br />are three pieces of property that belong to private owners. <br />These three owners have been contacted by registered letters and <br />the only response received was from an owner who is not <br />interested in selling his property. Director Dean reported that <br />he does have an appointment to talk with another owner tomorrow <br />who has expressed an interest in selling. <br />Director Dean recommended that the Board authorize immediate <br />action to proceed with the architect's proposal as outlined in <br />the above memo. <br />Chairman Scurlock asked when we are going to get an overall <br />budget for this project, and Director Dean advised that the <br />architect will be here at next week's meeting to give a formal <br />presentation on the proposed cost of this project. <br />Chairman Scurlock felt that the appropriate staff needs to <br />get together pretty soon and take every one of these issues and <br />track the who, what, where, when and establish a graph so we know <br />who is responsible and how to budget. <br />55 <br />BOOK 64 P°„E 455 <br />
