MAY 21 1986 BOOK 64 -1 481 <br />DESCRIPTION & CONDITIONS <br />The applicant, George Stern, is requesting to rezone <br />approximately 20 acres from A-1, Agricultural District, to RMH-8, <br />Mobile Home Residential District (up to 8 units/acre). The <br />property is presently owned by Abe Stern and is located south of <br />99th Street (Vickers Road) west of _64th Avenue and East of 66th <br />Avenue. <br />The applicant -proposes to develop a mobile home park on this <br />site. <br />On April 10, 1986, the Planning and Zoning Commission voted <br />5 -to -0 to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a descrip- <br />tion of the current and future *land uses of the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts. on environ- <br />mental quality. <br />Existing Land Use Pattern <br />The subject property currently contains citrus groves and is <br />zoned A-1, Agricultural District. Breezy Village Mobile Home <br />Subdivision, zoned RMH-8, is located directly east of the subject <br />property. The Lamplighter Mobile Home Park, zoned RMH-8, is <br />located to the north of' the subject property. There is also a <br />warehouse, zoned IL, Light Industrial District, located on the <br />north side of 99th Street (Vickers Road) just east of the subject <br />property. West of the subject property is a platted <br />single-family subdivision in the City of Sebastian. South of the <br />subject property is vacant land zoned RMH-8. <br />Future Land Use Pattern <br />The Comprehensive Plan designates the subject property and the <br />land north, east and south of it as MD -1, Medium -Density <br />Residential 1 (up -to 8-units/acre). The land west of the subject <br />property is in the City of Sebastian. The land located on the <br />east side of the F.E.C. Railroad is designated as part of the <br />U.S. 1 MXD, Mixed Use Corridor (up to 6 units/acre). <br />The MD -1 land use designation does permit mobile home zoning. <br />Since the subject property is surrounded on three sides by <br />existing RMH-8 zoning, the request to rezone the remaining 20 <br />acres in this area from A-1, to RMH-8 is consistent with the <br />existing land use pattern. <br />Transportation System <br />The subject property has access to 99th Street (classified as a <br />local street on the Thoroughfare Plan). The maximum development <br />of the subject property with the RMH-8 Zoning would generate <br />approximately 576 average annual daily trips (AADT). Due to its <br />substandard width, 99th Street will have to be widened in <br />conjunction with any large scale development which utilizes it. <br />Environment <br />The subject property is located on the sand ridge primary aquifer <br />recharge area, and the soils in this area are excessively well <br />drained. There is a small wetland area on the western portion of <br />the subject property which is in a flood -prone area. This area <br />is in "Zone A", which is a 100 year flood plain in which flood <br />24 <br />
