Miller John's Island <br />Chief, Current DevelopREFERENCES: MIKEII <br />It is requested that the data herein presented be given formal <br />consideration. by the Board of County Commissioners at their L <br />regular meeting of May 21, 1986. <br />PROPOSED DEVELOPMENT AND LOCATION <br />Lloyd & Associates, Inc. has submitted a site plan application on <br />behalf of John's Island, Inc. to construct an 18 hole golf course. <br />Due to the fact that the proposed golf course is located in an <br />RM -6, 'Multiple Family zoning district, the golf course is <br />considered as a special exception use and must go through the <br />special exception approval process. <br />The subject property is 201.7 acres in size and is located at the <br />northwest corner of 55th Avenue and 87th Street. The property is <br />to be developed in a number of phases that will be individually <br />site planned. The only structure associated with the first_ phase <br />site plan is a 128 space parking lot. A clubhouse, gate house, <br />and maintenance area will be site planned in future phases of site <br />development. The drainage calculations submitted with this site <br />plan include impervious surface totals for ultimate development. <br />Slightly over 50% of the site will not be cleared of existing <br />vegetation, and a disturbed wetlands area of about 6 acres will be <br />enhanced by lowering the bottom elevation in this area one foot to <br />encourage wetlands growth. Three lakes are proposed with a total <br />surface area of 10.10 acres. The individual lake areas are as <br />follows: <br />1. <br />Lake <br />#1 = <br />2.7 <br />acres (irrigation lake); <br />2. <br />Lake <br />#2 = <br />1.8 <br />acres; and <br />3. <br />Lake <br />#3 = <br />5.6 <br />acres. <br />Two shallow wells will serve Lake #1 for irrigation purposes,and <br />these wells will be located 200 to 300 feet east of the west <br />property line. <br />Pursuant to Section 25.3 of the Zoning Code, Regulation of Special <br />Exception Uses, the Planning and Zoning Commission is to consider <br />the appropriateness of the requested use based on the submitted <br />site plan and the suitability of the site for that use. The <br />Commission then concurrently makes a recommendation to the Board <br />of County Commissioners regarding the special exception use and <br />acts. on the submitted site plan. The County may attach any <br />conditions and safeguards necessary to assure compatibility of the <br />use with the surrounding area. An analysis of the submitted site <br />plan is as follows: <br />At their meeting of May 8, 1986, the Planning & Zoning Commission <br />considered John's Island Club, Inc.'s request. The Planning and <br />zoning Commission voted to recommend to the Board of County <br />Commissioners that special exception approval of the golf course <br />be given, and granted site plan approval conditioned upon Board <br />approval of the special exception use and the following two <br />conditions: <br />42 <br />
