1) The widening of 55th Avenue to <br />to the southeast corner of the <br />2) The deletion of Lake #2. <br />22 feet wide from Wabasso Road <br />property; and <br />An analysis of the approved site is as follows: <br />ENVIRONMENTAL ANALYSIS <br />The subject property on which the proposed golf club site is <br />located is on the Atlantic Coastal Ridge. The Ridge is important <br />to maintaining the freshwater interface between the Surficial <br />Aquifer and the high cloride waters of the Indian River. Any <br />major disturbance or alteration of the Ridge increases the <br />potential for saltwater intrusion into the Aquifer. <br />Proposed lake #3 is located in an area previously mined. A field <br />inspection conducted on April 25, 1986 revealed that the aquifer <br />in this area is currently exposed and that construction of the <br />lake would not create any additional disturbance to the aquifer.. <br />The developer will actually improve the current situation by <br />utilizing fill from the lake to cover other exposed areas, thereby <br />providing additional overburden. <br />Proposed lake #1 will be utilized primarily for irrigation. The <br />proposed location is westward of the Ridge crest, providing a <br />lesser degree of impact to the Aquifer. The acreage involved with <br />this proposed lake is consistent with County's policy of allowing <br />the minimum acreage needed to develop golf courses on the Sand <br />Ridge. <br />Proposed lake #2 is placed on the site primarily for aesthetic <br />purposes. Because of this type of use, staff recommends that the <br />site plan be approved with the condition that lake #2 be deleted. <br />ANALYSIS <br />1. Size of Property: 201.7 acres <br />2. Zoning Classification: RM -6, Multiple Family Zoning <br />3. Land Use Designation: LD -2, Low Density Residential, up to 6 <br />units per acre <br />4. Building Area: None <br />5. Off -Street Parking Spaces Required: 72 spaces <br />Provided: 128 spaces <br />6. Traffic Circulation: The site will be accessed from 55th <br />Avenue, and a 22 foot wide two-way driveway will be con- <br />structed to serve the clubhouse and parking lot. The <br />applicant will widen 55th Avenue from 20 to 22 feet wide and <br />overlay the length of roadway from Wabasso Road to the <br />southeast corner of the subject property. <br />The Thoroughfare Plan Map identifies the King's Highway <br />corridor as a secondary collector as it continues 3/4 of a <br />mile north of Wabasso Road and terminates midway through the <br />proposed golf course. The staff has determined that it will <br />not be necessary to amend the Thoroughfare Plan Map prior to <br />site plan approval, and any revisions will be considered <br />during the next Comprehensive Plan application period in <br />July. An amendment to the Thoroughfare Plan will not be <br />necessary at this time for the following reasons: <br />1. The Thoroughfare Plan Map reflects general policy <br />concerning future road development and, therefore, road <br />realignments and road classification modifications of a <br />limited nature are reasonable when sufficient justifi- <br />cation is present; <br />43 <br />MAY 21 1 sooK 64 <br />� J <br />
