The City of Sebastian does not have a corridor that <br />would connect to the King's IIighway extension as shown <br />on the Thoroughfare Plan. <br />3. The unincorporated property that would be served by an. - <br />extension of King's Highway is under one ownership (the <br />proposed golf course) and the need for a secondary <br />collector roadway no longer exists. <br />7. Drainage Plan: The County Engineer has issued a Type <br />permit for the proposed stormwater management system. <br />8. Landscape Plan: The proposed landscaping is in conformance <br />with Ordinance #84-47. <br />9. Utilities: A utilities plan will be a component of the next <br />site plan that will include the clubhouse and other <br />associated structures. <br />10. Surrounding Land Uses: North: Undeveloped <br />South: Citrus & several single- <br />family residences <br />East: Citrus & undeveloped <br />West: Partially developed as <br />Villages of Lake Delores <br />11. Special exception criteria for the golf courses are as <br />follows: <br />a) Golf courses and accessory facilities shall not be <br />interpreted to include freestanding commercial miniature <br />golf courses and/or driving ranges; <br />b) No major accessory use or principal building or struc- <br />ture shall be located closer than one hundred (100) feet <br />to any lot line which abuts a residential district; <br />c) Golf courses shall, to the most reasonable extent, retain <br />and preserve native vegetation over at least thirty (30) <br />percent of the total upland area of the course due to <br />their characteristically high water demand and heavy <br />nutrient loads; and <br />d) The golf courses shall be designed so that any lighting <br />is shielded and directed away from residential areas. <br />Staff finds that the application conforms to the special <br />exception criteria. <br />Section 25.1 of the Zoning Code, Regulations for Specific Land <br />Uses, details specific criteria to be considered when reviewing a <br />golf course for approval as a special exception use. All of the <br />criteria have been met. Although the special exception process <br />allows the Board of County Commissioners to impose any additional <br />conditions to ensure compatibility of the proposed use with <br />surrounding property, the staff does not recommend the imposition <br />of any special conditions in this case. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners grant <br />special exception approval of the golf course. <br />44 <br />M <br />
