An evaluation of the adequacy of the water quality monitoring frequency and sampling <br />locations based upon site conditions. <br />TASK 4.0 - TITLE V PERMIT COMPLIANCE AND REPORTING <br />The Title V Air Operation Permit (Permit No. 0610015 -004 -AV) for the IRC Landfill contains <br />monitoring and reporting requirements related to the landfill gas collection and control system. In <br />accordance with the Title V permit, CDM Smith assisted IRC SWDD, as described below, in fulfilling <br />all air permit requirements and conditions within the required regulatory timeframes. <br />Statement of Compliance <br />CDM Smith prepared and submitted the Statement of Compliance for the reporting period of <br />January through December of 2014 for the IRC Landfill to FDEP on February 27, 2015 in accordance <br />with Rule 62-213.440(3)(x)(2), F.A.C. <br />CDM Smith prepared and submitted the Electronic Annual Operating Reports for the 2014 <br />reporting year for the IRC Landfill to FDEP on March 26, 2015. <br />Annual Emissions Fee <br />CDM Smith prepared and submitted the Title V Fee Holiday Discount Forms for the 2012 calendar <br />year emissions to FDEP on March 31, 2015. <br />Visible Emissions Testing <br />CDM Smith contracted with TRC Environmental Corporation to perform the 2015 annual visible <br />emissions tests in order to determine the opacity of the flare. The 2015 visible emissions test was <br />performed on April 17, 2015 and submitted to FDEP on May 28, 2015. <br />TASK 4.0 - GENERAL TECHNICAL AND MISCELLANEOUS PERMIT COMPLIANCE ASSISTANCE <br />CDM Smith provided general technical and permit compliance assistance to IRC SWDD staff on an <br />as needed basis. Under this task, CDM Smith performed quarterly monitoring of the landfill gas <br />migration monitoring wells located at the IRC Landfill site boundary, as well as enclosed structures <br />located on site, and submitted reports of the results to FDEP. The reports were submitted to FDEP <br />on April 6, 2015, June 19, 2015, October 1, 2015, and December'16, 2015. <br />w <br />0 <br />&M.e= <br />108 <br />
