ALTERNATIVE & ANALYSIS: <br />The Planning and Development Division reviews and submits <br />comments on dredge and fill applications to the permitting <br />agencies based upon the following: <br />The Conservation & Coastal Zoning Management Element of <br />the Indian River Comprehensive Plan <br />Coastal Zone Management, Interim Goals, Objectives & <br />Policies for the Treasure Coast Region <br />The Hutchinson Island Planning & Management Plan <br />- The Indian River County Code of Laws and Ordinances <br />The Sebastian Inlet Tax District is proposing to maintenance <br />dredge an existing channel in an area where dredging has <br />previously occurred. Although the project site is located in a <br />designated critical habitat for the manatee, the Army Corps of <br />Engineers has made a preliminary determination that the pro- <br />posed work will have no effect on the manatee or its identified <br />critical habitat. The Corps has indicated that it is currently <br />coordinating with the U.S. Fish and Wildlife Service for their <br />concurrence. <br />Staff is aware that numerous marine seagrass beds are located <br />within the vicinity of the proposed dredging project, and has <br />concerns as to the effect of turbidity created by the proposed <br />dredging on seagrass beds in the area. <br />RECOMMENDATION: <br />It is recommended that the Board of County Commissioners <br />authorize staff to forward the following comment regarding this <br />project to the Army Corps of Engineers: <br />Indian River County recommends that the Army Corps of Engineers <br />require the applicant to address the issue of potential turbi- <br />dity damage to marine seagrass beds located in the vicinity of <br />the proposed project. <br />Commissioner Wodtke reported that there has been <br />considerable discussion by the Beach Preservation & Restoration <br />Committee regarding maintenance dredging at the Sebastian Inlet, <br />and they would like to suggest that the Board ask the DER to <br />modify their recommendations on this particular item and require <br />the District to pump the sand directly on the beachfront property <br />during the dredging process. There was some concern that the <br />pumped out sand would contain a certain amount of silt or <br />particles, up to 50, but he understood that it did not have <br />anywhere near that amount. In addition, Commissioner Wodtke <br />urged the Commission to recommend that the Inlet District <br />consider all alternative measures including sand transfer <br />systems. <br />17 <br />M" AY 2 9 1'986 Bou 64 �r�:�C- 561 <br />J <br />
