In addition, a determination would have to be made as <br />to how many members the Commission should include and how <br />additional members would be appointed. The staff feels that the <br />Commission should maintain an odd number of members to avoid tie <br />votes when all of the members are present. However, staff also <br />feels that making the Commission too large would lessen the <br />importance of attending meetings.
