Kea ing; AICP PLANNING AND ZONING <br />Planning & Development Director COMMISSION MEMBERSHIP <br />FRON&ichard Shearer, REFERENCES: <br />Chief, Long -Range Planning P&Z Membership <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of May 21, 1986. <br />DESCRIPTION & CONDITIONS <br />On April 16, 1986, the Board of County Commissioners noted that <br />on a number of occasions the Planning and Zoning Commission has <br />had less than full attendance at its meetings. The Board <br />expressed concern about this situation because in some situations <br />it required only two votes to approve or deny a development <br />request. The Board directed the planning staff to determine the <br />feasibility of increasing the number of members on the Planning <br />and Zoning Commission. <br />On May 8, 1986, the Planning and Zoning Commission considered <br />this item and stated that they had no objection to the commission <br />being enlarged. However, they felt that it might be appropriate <br />to have two at -large members who would serve as alternates in <br />case a regular member was absent. <br />ALTERNATIVES & ANALYSIS <br />In analyzing the possibility of expanding the membership of the <br />Planning and Zoning Commission, staff reviewed the Commission's <br />attendance since January of 1984 and polled other local <br />governments to determine how many members they had on their <br />Planning and Zoning Commissions. The attendance data is <br />summarized as follows: <br />No. of Meetings No. of Meetings No. of Meetings <br />5 members present 4 members present 3 members present <br />1984 8 14 4 <br />1985-86 14 14 3 <br />TOTAL 22 28 7 <br />This data indicates that of the 57 Planning and Zoning Commission <br />meetings held between January 1, 1984, and April 24, 1986, only <br />22 meetings (or 39 percent) were attended by all members. <br />Moreover, 28 meetings (or 49 percent) were attended by 4 members <br />and 7 meetings (or 12 percent) had only 3 members present. <br />The staff checked with a number of other local governments in the <br />area to determine the number of individuals they had on their <br />Planning and Zoning Commissions. Most of the jurisdictions had <br />more than five members, and some had alternate members. The <br />survey results are summarized below: <br />RK <br />� � r <br />
