BOOK 64 PAGE603 <br />west of the Indian River County Solid Waste Transfer Station from <br />RS -6, Single -Family Residential District (up to 6 units/acre), to <br />A-1, Agricultural District (up to 1 unit per 5 acres). This <br />request was initiated to allow WGYL Radio, the lessee, to expand <br />an existing radio transmission tower on the site. <br />On December 4, 1978, WGYL received special exception -site plan <br />approval from the Planning & Zoning Commission to construct a 312 <br />foot radio transmission tower on the site. However, the radio <br />transmission tower was not constructed at that time. <br />On July 22, 1982, WGYL received special exception approval from <br />the Planning & Zoning Commission to construct a 294 foot radio <br />transmission tower. On October 22, 1982, the applicant completed <br />construction of the tower.' <br />On April 11, 1985, the Board of County Commissioners adopted <br />ordinance 85-37 (the Residential Zoning Conversion Ordinance) <br />which rezoned this parcel from R-1, Single -Family District (up to <br />6 units/acre), to RS -6, Single -Family Residential District (up to <br />6 units/acre). The R-1 district allowed transmission towers as a <br />special exception use. The RS -6 district does not allow trans- <br />mission towers. This rezoning rendered the radio tower a noncon- <br />forming use. <br />On March 12, 1986, the Board of County Commissioners instructed <br />staff to initiate a rezoning request for this property to allow <br />for the expansion of WGYL's transmission tower. <br />On April 24, 1986, the Planning and Zoning Commission voted <br />4 -to -0 to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a descrip- <br />tion of the current and future land uses of the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on environ- <br />mental quality. <br />Existing Land Use Pattern <br />The subject property represents an 8.26 acre parcel of land owned <br />by Indian Fiver County and leased to WGYL for a radio tower <br />transmission site. North of the subject property, across the <br />Lateral 0 Canal, is Indian, River Heights subdivision zoned RS -6. <br />South and west of the subject property is undeveloped land zoned <br />RS -6.
