Fr__ <br />JUN 4 1966 BOOK 64 F,�Gc6'?'9 <br />Detention Facility <br />The County has signed a contract and construction has begun <br />on a 156 -bed detention facility on 20 acres of land located on <br />43rd Avenue and South Gifford Road. The estimated cost of the <br />completed facility is $4,400,000. The voters of Indian River <br />County on November 6, 1984, approved, effective January 1, 1985,. <br />through December 31, 1985, a special one -cent additional sales <br />tax. for construction of the detention facility. The special <br />sales tax revenue will be $3,200,000, leaving a requirement for <br />$1,200,000 to complete the project. In addition, a 125 -man mini- <br />mum security work release facility is planned for early 1986 to <br />be built adjoining the maximum security building. The cost of <br />this structure is estimated to be $1,300,000. <br />Sheriff's Office and Communication Center <br />The County has contracted with an architectural firm to <br />` design an office -administration center of 30,000 square feet for <br />the Sheriff's Department. The facility will be located on the <br />20 -acre site of the detention facility. Also on this site will <br />be a 3,000 square foot communication center for the 911 and <br />County Communications. The proposed cost of these projects is <br />$1,500,000. <br />DESCRIPTION OF THE BONDS <br />The Bonds will be dated November 1, 1985, and will bear <br />interest at the rates per annum as set forth on the cover page <br />hereof, payable on March 1, 1986 (four (4) months) and semi- <br />annually on each September 1 and March 1 and will mature on <br />September 1 in the years and principal amounts as set forth on <br />the cover page hereof. <br />Chairman Scurlock wished to know if until yesterday we were <br />not under the impression there would be a shortfall in the Sales <br />Tax monies and that is in the bond projection. <br />It was confirmed by OMB Director Baird, and Director Thomas <br />that the Sales Tax was in the bond projection at 3.2 million, and <br />luckily we came out with an additional amount of money we didn't <br />know we had. <br />Commissioner Bird commented that if we estimated 4.4 million <br />for the jail, it appears we are going to end up spending 5 <br />million, or $600,000 more, but that was something this Commission <br />approved. As the jail grew, the expenses of the jail grew from <br />the time we made the original estimate, and that is something we <br />all have got to live with. <br />The chairman pointed that is not where the problem is, it is <br />Phase II of the jail and the Sheriff's complex. <br />Director Baird informed the Board that the bond prospectus <br />shows the minimum security facility estimated at $1,300,000 total <br />35 <br />
