4 1986 <br />BOOK <br />64 PACE 6,33 <br />Chairman Scurlock felt Mr. Thomas <br />is indicating <br />we should <br />work out some relationship where we have someone who has no <br />pressure on them and can report directly to the Board, and <br />Acting Administrator Thomas continued to emphasize his strong <br />feeling regarding the need for an individual compliance auditor <br />who will report directly to the Board. <br />MOTION WAS MADE by Commissioner Lyons, SECONDED by <br />Commissioner Bowman that Acting Administrator Thomas <br />come back to the Board with a recommended organiza- <br />tion for the Budget Officer and Compliance Auditor <br />as to how they should report. <br />Commissioner Wodtke asked if we could find an auditor who <br />would not only be able to provide the compliance part, but when <br />the State did audit us, would be able to say we had the right to <br />spend the money for the purpose it was spent. <br />Mr. Thomas believed we get some of that from May Zima and <br />continued to explain why we need a compliance auditor. <br />OMB Director Baird believed that we are talking about two <br />areas - one is compliance and by State statute, the Clerk has <br />that area. In this case we are talking about capital projects <br />where the auditor comes in afterwards and checks the documents. <br />He felt what we are trying to look at it is having these projects <br />costed out, presented to the Board, and monitored as we go along. <br />Chairman Scurlock stated that he would just like the Budget <br />Officer to report directly to the Commission so there is no <br />question about him getting fired if he squeals. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />It was voted on and carried unanimously. <br />39 <br />
