Re-graded swales and new culvert pipes will convey stormwater <br /> flows to the existing wet detention pond located south of 42nd Street to provide <br /> improvements to the flood and drainage in the area. <br /> Description of the Proposal: Include all contemplated actions, which logically are <br /> either geographically or functionally a composite part of the project, regardless of <br /> the source of funding. [24 CFR 58.32, 40 CFR 1508.25] <br /> The proposed project includes Phase II of the West Wabasso new sewer mains, 16 <br /> manholes and laterals and up to a possible 45 sewer hook-ups. A complimentary benefit <br /> will be the reconstruction of streets and paving to modern standards. The Gifford Flood <br /> and Drainage improvement project includes improving swales and new culverts in the <br /> East Gifford area. These re-graded swales and new culvert pipes will convey stormwater <br /> flows to the existing wet detention pond located south of 42nd Street. <br /> Existing Conditions and Trends: Describe the existing conditions of the project <br /> area and its surroundings and trends likely to continue in the absence of the <br /> project. [24 CFR 58.40(a)] <br /> The project is one part of the larger West Wabasso Sewer Improvements Plan Phase 2 <br /> project. The intent of these funds are to benefit low and moderate income persons and <br /> address specific and urgent needs: in this case, health and safety due to septic tanks <br /> that are 50 years old and not current with modern standards and heavy rains will cause <br /> the septic systems to not work. <br /> Page 3 of 11 <br /> [Previously recommended EA formats are obsolete <br />
