M <br />RECOMMENDATION <br />The Planning and Zoning Commission voted 5-0 to recommend denial <br />of this request for the reasons cited in the proposed development <br />and location section of this memorandum. Despite the Planning and <br />Zoning Commission's recommendation for denial, staff feels that a <br />child care facility would be an appropriate use for this site, and <br />staff recommends approval with the following conditions: <br />1 The applicant shall obtain site plan approval which complies <br />with all requirements set forth in Sec. 23.1 Site Plan Review <br />and Approval Procedures, Sec. 25.1(f)(1) Requirements for <br />Child Care Facilities, and all applicable regulations for the <br />RS -6 zoning district. <br />2. A 5 foot high masonry wall shall be located along the rear <br />and side property lines. <br />Robert Keating, Director of Planning & Development, showed <br />an aerial view of the proposed corner site and a copy of the <br />conceptual site plan for the proposed child care facility. He <br />pointed out that when the Zoning Code was revised last year, <br />substantial amount of work was done on special exception and <br />administrative permit uses, and staff feels that this commercial <br />use does not lend itself to commercial areas, such as the U.S. #1 <br />corridor. Further, if this use is approved for a residential <br />area, the Board can attach more conditions and we would have more <br />control. <br />Chairman Scurlock noted that when he taught school he <br />handled bus duty and felt that particular intersection would be a <br />very inappropriate place to drop off and pick up children. <br />Before he could vote for special exception, he would have to see <br />far more proof that the traffic situation could be mitigated <br />somehow. <br />Commissioner Bird was concerned about traffic coming into <br />the intersection from the north as there are 3 lanes and only one <br />lane going south. With the facility being right on the corner, <br />it would create a stacking condition, possibly right up to the <br />light. <br />Chairman Scurlock emphasized that the child care center at <br />the intersection of 27th Avenue and 20th Street creates a <br />stacking problem even with a 4 -lane divided roadway. <br />13 <br />JUN 111986 BOOK 64 FADE 675 <br />
