Pursue immediate negotiations for purchase of the sod farm <br />located adjacent to, and west of, the west regional wastewater <br />treatment plant. This property would be used as a County <br />controlled irrigation area to accommodate effluent disposal or <br />storage when the use of effluent for irrigating golf courses or <br />agricultural properties is unfeasible due to climatic condi- <br />tions or other reasons. The sod farm could continue to func- <br />tion in its present use. <br />2. Actively pursue negotiations with the property owners of <br />those agricultural and proposed golf course properties that are <br />recommended for irrigation sites in the first and second phase <br />of the proposed effluent reuse program. <br />-_. <br />Utilities Director Terry Pinto explained that since we <br />started the project, there has been a heavy demand from people <br />who want to tie into the system which has quickly grown to 6,000 <br />units. In addition, staff is considering adding the mobile home <br />parks along SR -60. It was not anticipated that the growth would <br />happen this soon and the DER is now requiring us to go out and <br />acquire more acreage for effluent disposal. The 80 -acre plant <br />site will handle some of the effluent disposal as the plant takes <br />up only 20 acres. Eventually, however, we will need several <br />hundred acres for effluent disposal. The sod farm adjacent to <br />the plant site would be perfect for effluent disposal, but it <br />will not meet our total needs. Staff is suggesting that we <br />proceed with negotiations for the 160 -acre sod farm. Two of the <br />options to be considered are buying it and Leasing it back to the <br />sod farm or buying it and running the sod farm ourselves. He <br />pointed out that the sod farm would also serve to handle sludge <br />disposal. We are also considering leasing grove areas west of <br />1-95 for effluent disposal. <br />Director Pinto requested authorization to negotiate the <br />various scenarios of purchasing or leasing the sod farm and <br />actively begin negotiations with the various golf courses for <br />effluent disposal.
