We have indicated to them through various <br />staff and administrative meetings that we may modify our approach <br />in that the School Board being an elected board, may want to <br />present its site plan directly to the Board of County <br />Commissioners. However, we are not waiving the requirement to <br />submit a site plan He anticipated that at the eleventh hour <br />before the school is scheduled to opened, the School Board will <br />be here saying that they don't have water, sewer, traffic lights, <br />and then the pressure will be on this Board to do something in a <br />hurry. The Chairman felt we need to communicate way up front <br />that this Commission is taking a very strong position that the <br />School Board will go through the proper planning process or they <br />will not be allowed to build the school. <br />Commissioner Lyons asked if it would be enough to say that <br />we approve in concept the service to the school while waiting for <br />the final details, but Chairman Scurlock wished to write a letter <br />putting the School Board on notice that the site plan process is <br />going to be followed. <br />ON MOTION by Commissioner Lyons, SECONDED by <br />Commissioner Wodtke, the Board unanimously authorized <br />the Chairma'h to communicate to the School Board that we <br />do approve in concept the arrangements for handling <br />the wastewater on a cooperative basis with the County <br />and the City of Vero Beach and ask that they submit to <br />us a preliminary site plan for roads, water, and <br />traffic signals as soon as possible so that we can do <br />the necessary joint planning. <br />Commissioner Bowman suggested that a copy of the letter be <br />sent to the Superintendent of Schools and members of the School <br />Boa rd. <br />23 <br />BOOK 64 FinaL M <br />JUN 111986 J <br />
